Mr Jean-Paul LAWRENCE TAMPU-EYA, BA LL.B. LL.M. PhD (Law Res.), a British Citizen and winner of the London Borough of Hackney's Ron Devoti Award on 05 March 2011 for his services to Hackney Residents, was born in the Congo in 1964.

Education and career
Mr Lawrence was educated at the University of East London (UK) where he is credited with a Doctor of Philosophy (Law Res.) after successfully gaining a Master of Laws degree with Merit (all marks ranging from 60% to 78%) in 1999 and LL.B. (Hon's) Law Degree (2:2) in February 1997. He also obtained a BA (Hon's) Politics and International Relations (2:1) from the University of Westminster (London) in 1999.

He works as a lawyer for CARA (Charity No. 1135610) where he advises on immigration, debt, welfare, housing and other legal matters.

Before working for CARA, Mr Lawrence worked with several law firms, including the Middlesex Legal Centre, Kumar and Co. Solicitors, Ronald Fletcher Baker and Co. Solicitors and Ulasi Solicitors where he built up a wide range of experience and knowledge.

He is credited with a Doctor of Philosophy (Law Res.) after successfully completing his Master of Laws degree with Merit (all marks ranging from 60% to 78%) at the University of East London (England) in 1999; BA (Hon's) Politics and International Relations (2:1) from the Univetsity of Westminster (London/England) in 1999 and LL.B. (Hon's) Law Degree from the University of East London (Engand) in February 1997. He has been advising on immigration, debt, welfare, housing and other legal matters with several law firms such as Kumar and Co, Ronald Fletcher Baker and Co, Ulasi Solicitors, and built up a wide range of experience and knowledge since 1995. Mr Lawrence can speak, read and write 7 different languages fluently, including French, Lingala, Kongo, Mbala, Yanzi, and English.

Mr Lawrence possesses the Web Research Skills and am highly computer literate and is very experienced using Word, Excel, PowerPoint and exploring the Internet. His good knowledge of HTML combined with my excellent IT skills and abilities enable him to be very creative in his research. These skills constitute a weapon that makes his projects, presentations and other written works to be very excellent, resourceful and easy to read and to understand.

He also possesses a strong writing ability with a good grasp of grammar, punctuation and copy-editing and have legal training, considerable management and organisational experiences. As a lawyer, he is always prudent and pay attention by reading all the details in any case. He is a skilled negotiator and team worker. He does understand not only the obvious needs of the parties or colleagues but also the emotional needs and is aware that team members work differently and sometimes adopt different styles of working. As a result, he is a very observant of the attitudes and relationships that he has with each member of the team. In case of seeking support, he usually observe what his colleagues are doing and how easily they can support him with the minimum interruption. He also tries to support others whenever they seek help from him. When he presents information, he usually summarises relevant information while making sure that the latter is concise, simple and clear to the reader. The experience he acquired while working with the public taught him the value of tactical diplomacy as well as the degree of assertiveness and the attitude of being calm under pressure.

He is very skilled in liaising with people. From his communication skills and approaches The Medical Foundation entrusted him to represent them in many conference debates and he participated in several Television and Radio interviews, including the BBC1 News, Channel 4, BBC World Service, Radio 4, Radio 5 Live and many newspapers such as The Times about the Democratic Republic of Congo (Zaire) and immigration/asylum issues, i.e. long delays and treatment of asylum seekers. As a result of his contributions to this campaign, the Home Secretary Jack Straw of the British government published a White Paper called 'Fairer, Faster and Firmer: A Modern Approach to Asylum' granting Indefinite Leave to Remain in the United Kingdom to more than 30, 000 asylum seekers and immigrants.
Further he has been elected as the Chair of the Hackney African Forum working with Hackney Homes of the Hackney Council. He also served as the Student Representative at the Subject Area-Committee from 1997/99 after being elected by the postgraduate students of the University of East London. He represented students’ problems to the Course Co-ordinator and other teaching staff and contributed much on the philosophy, structure and running of the Master programmes, i.e. LL.M./MA. Further with the whole Committee, they modernised the Master's Programme by indicating many matters to the Course Co-ordinator and the School of Law for consideration and adoption.
